About the role

Carlisle Health is seeking an experienced and delivery-focused Head of Property & Development to lead the execution of clinic projects across our growing network. Reporting directly to the Chief Commercial Officer, this is a hands-on leadership role with end-to-end accountability for every clinic build, fit-out, refurbishment, and relocation project across the business.

As the single point of accountability, you will drive projects from planning through to operational delivery, ensuring timelines, budgets, quality, compliance, and stakeholder expectations are consistently achieved. This role is ideally suited to someone who has a strong background in construction management with strong client-side project management experience and proven exposure to healthcare or radiology environments.

We are looking for someone who thrives in a fast-paced, flexible environment, enjoys solving complex delivery challenges, and is motivated by contributing to the growth of a healthcare organisation delivering critical patient services. Strong fit-out delivery capability, commercial acumen, and the ability to manage multiple concurrent projects will be key to success in this role.

The successful candidate will be ideally based in Sydney or Brisbane.

Key responsibilities
  • Lead the end-to-end delivery of greenfield and brownfield projects across the national Medical Imaging network.
  • Manage the full project lifecycle, from site identification and feasibility assessment through to business case development and Board approval in partnership with Finance, followed by design, procurement, construction, commissioning, accreditation, and operational handover.
  • Drive strategic network growth initiatives by identifying and assessing new property opportunities, supporting expansion planning, conducting market and feasibility analysis, and contributing to long-term infrastructure and portfolio strategies.
  • Oversee construction procurement, contract negotiations, project governance, budgeting, scheduling, risk management, and cost control to ensure projects are delivered safely, efficiently, on time, and within approved budgets.
  • Partner closely with executive leadership, clinical, operational, finance, quality, and IT teams to ensure all developments align with commercial objectives, operational requirements, patient flow considerations, and clinical standards.
  • Ensure all sites meet relevant healthcare, accreditation, compliance, WHS, radiation licensing, and building standards, embedding operational readiness and quality requirements throughout the design and construction process.
  • Lead supplier, contractor, consultant, and vendor relationships across all property and development activities, including tender management, performance oversight, maintenance coordination, and ongoing service delivery.
  • Support acquisition and integration activities through property and infrastructure due diligence, facility assessments, and alignment of acquired sites to Carlisle Health operational and compliance standards.
  • Contribute to national growth strategy, acquisitions, and integration activities through property due diligence and infrastructure planning expertise.
Background and experience

We are seeking an experienced property and development leader with a strong track record delivering complex, multi-site projects in healthcare or similarly regulated environments.

The successful candidate will bring:

  • 8+ years’ experience in construction project management, including recent client-side experience within healthcare, hospitals, diagnostic imaging, or allied health environments.
  • Proven experience delivering healthcare fit-outs, refurbishments, relocations, and expansion projects across multiple sites.
  • Strong experience managing concurrent projects, budgets, timelines, contractors, consultants, and stakeholder reporting within high-accountability environments.
  • Commercial capability across capital works delivery, including feasibility analysis, forecasting, procurement, contract negotiation, and supplier management.
  • A solid understanding of healthcare compliance requirements, including Australian Standards, WHS legislation, DIAS compliance, radiation shielding, and accreditation processes.
  • Confidence working closely with builders and contractors on-site, reviewing programs, resolving issues, and driving delivery outcomes when projects are under pressure.
  • The ability to build strong working relationships with executives, clinical teams, consultants, OEM providers, and external delivery partners.
  • Experience managing regulated healthcare environments and delivering projects involving diagnostic imaging or radiology infrastructure will be highly regarded.
  • Tertiary qualifications in Construction Management, Property, Engineering, or a related discipline, with additional project management certifications viewed favourably.
